I am now retired. I began my career as an assistant professor in 1970 and I retired at the end of 2013. My research interests have included ethics and public policy, political representation and election systems, and legislative redistricting. My teaching interests included ethics and public policy, statistics, mathematical models of politics, and nonprofit organizations. I served as Interim Dean of the School of Public Policy from 1997-1999, and as Associate Dean of the Horace H. Rackham School of Graduate Studies (1986-1989), the College of Literature, Science and the Arts (1991-95), and the Gerald R. Ford School of Public Policy (1999-2001). I served as the Director of UM’s Center for Ethics in Public Life from 2007-11. I was the faculty director of the undergraduate program at the Ford School from 2007-2011.
