As the first administrator of Puerto Rico’s Economic Development Administration, Moscoso oversaw Operation Bootstrap. The economic plan offered tax incentives to bring private investments to Puerto Rico, thus turning the island into a hub for tourism and industry. A bridge in San Juan is named after him.
