Recently, the Supreme Court upheld in the City of Grants Pass, Oregon v. Johnson, a local ordinance that essentially prohibits outdoor camping anywhere in the city of Grants Pass. Despite the Court’s specification that the ordinance does not specifically target homeless individuals, Professor Mira Edmonds argues that Grants Pass may have detrimental policy effects on homeless communities in the US.
