Smaller, rural communities across Michigan have reported growing financial stress since 2021, according to the latest Michigan Public Policy Survey. Before the pandemic, many of these jurisdictions had some of the strongest fiscal health indicators in the state, making the shift especially concerning. Stephanie Leiser, executive director of the University of Michigan’s Center for Local, State, and Urban Policy, discusses the findings in this Ford School article.
