The Civil Rights Litigation Clearinghouse at the University of Michigan is publishing a series of white papers focusing on reforming some criminal justice practices, particularly within the community of those with disabilities. Tens of thousands of people incarcerated in jails and prisons throughout the United States are deaf, hard of hearing, blind, or have low vision. The paper offers a detailed set of policy recommendations, which the National Association of the Deaf and the National Federation of the Blind have endorsed.
